Deborah Swan is the Founder and Chief Executive Officer of Justice Guard, Lex-Guard, and Operation Exposure. She brings investigative experience, legal education, and more than fifteen years of experience navigating complex litigation as a self-represented litigant to the development of independent accountability and documentation infrastructure.
Her work focuses on analyzing institutional conduct, preserving factual records, and helping individuals understand procedural and constitutional frameworks where traditional oversight or representation has proven insufficient. Through Justice Guard and its affiliated initiatives, Deborah leads the development of structured methodologies for documentation, review, and pattern analysis involving public authority.
Deborah holds board certifications in Cyber Intelligence and Human Trafficking Investigations, contributing advanced analytical and investigative capabilities to her work. Her approach emphasizes evidence, process, and restraint, ensuring that claims are evaluated on the basis of documented facts rather than assumption or advocacy.
She believes in the foundational principles of the American justice system and the necessity of transparency to maintain public trust. Her work is guided by the view that accountability depends on accurate records, consistent standards, and independent review, particularly at the local level, where oversight mechanisms are often weakest.
